REAR ADMIRAL ROBERTO Q ESTIOKO AFP (RET), PHD, MNSA

President, National Defense College of the Philippines (NDCP)

 

Admiral Estioko is the President of the National Defense College of the Philippines (NDCP). He graduated as a member of the Philippine Military Academy (PMA) “Masikap” Class of 1977. Furthering his education, Admiral Estioko holds a Master in Management, Master in National Security Administration, and Doctor of Philosophy in Development Education. He took up the International Defense Management Course in 1994 at the Defense Resources Management Institute, Naval Post Graduate School, Monterey, California, USA, the Third International Symposium Course in 2001 at the People’s Liberation Army, National Defense University, Beijing, China and Transnational Security Cooperation Course in 2017 at the Asia Pacific Center for Security Studies, Honolulu, Hawaii, USA.

A man of decisive leadership and compassionate to his officers and staff, Admiral Estioko occupied various command and staff positions in the military. He is a Surface Warfare Officer who commanded five (5) naval ships. He also served as the Chief of Staff, Philippine Fleet; Commander, Patrol Force; Commander, Naval Forces Central; Commander, Naval Intelligence and Security Force; and The Naval Inspector General. He capped his almost 38-year service in the Armed Forces of the Philippines as the Vice Commander, and briefly as Acting Flag-Officer-in-Command of the Philippine Navy in 2010.

He has also been active in the academe, having been a Senior Fellow for Development and Security and also served as Member of the Council of Professors involved in various Masteral and Executive Doctorate Program of the Graduate School of Public Development and Management at the Development Academy of the Philippines (DAP). Prior to his assumption as President of NDCP, he was elected as the President of the NDCP Alumni Association, Inc.(NDCPAAI), who cemented a strong symbiotic relationship between the alumni association and the college, which jointly conducted local and international conferences particularly on cybersecurity and climate change. He is a member of the Maritime League. He was Chairperson, 10th Annual Meeting of the Track II Network of ASEAN Defence and Security Institutions (NADI) held in Manila on 27-30 March 2017, Chairperson, ASEAN Regional Forum of Heads of Defense Universities/Colleges/Institutions Meeting (ARF HDUCIM) held in Manila on September 17-21, 2017 and Chairperson, Track II NADI Workshop and Retreat held in Tagaytay City on November 21-25, 2017.

A decorated sailor, he received the Philippine Legion of Honor (Degree of an Officer), Distinguished Service Star Medals, Bronze Cross Medals, Distinguished Navy Cross Medals, among others. As a scholar, he received various awards for academic excellence in his military schoolings and the NDCP Certificates of Merit for Exemplary Academic Performance. As an alumnus, he received the NDCP Outstanding Alumnus Award, Distinguished Achievement Award and Meritorious Service Awards.

He is a member of the Alpha Phi Omega Fraternity, Knights of Rizal and Free and Accepted Masons of the Philippines.

BGen Benjamin I Espiritu PN(M) (Res) PhD MNSA

 

Dr. Benjamin Espiritu is a Certified Public Accountant, President of Risks, Opportunities Assessment and Management, (ROAM) Inc., President & CEO of Change Management International, Inc., Chairman and CEO of Ormin Realty Corporation, Chairman of Banco de Mindoro, Inc., Chairman and President of EC Ventures Corporation and heads several other private corporations and two family foundations.  He is also the Chairman of the Board of Regents of Pamantasan ng Lungsod ng Maynila (University of the City of Manila), Chairman of the Board of Trustees of Ospital ng Maynila (Hospital of Manila) Medical Center, President of the Mindoro Chamber of Commerce and Industry, Inc., Director of two publicly-listed corporations – Central Azucarera de Tarlac, Inc. and Dizon Copper Silver Mines, Inc., and of an insurance company – Intrastrata Assurance Corporation. He is likewise Chairman of the Board of Advisers of the Philippine Marine Corps and President of the National Defense College of the Philippines Alumni Association, Inc.

He is a corporate governance practitioner who has trained roughly over 5,000 directors of banks, publicly listed companies, insurance companies and distribution utilities since 2002.  He has also written numerous articles on corporate governance, and authored research papers on the subject that have been presented at international academic fora.

In government, Dr. Espiritu served as Provincial Governor of Oriental Mindoro.  Under his leadership, Oriental Mindoro became a 1st Class Province.

In the military, he is a Brigadier General and former Commander of the 7th Marine Brigade (Reserve) which has the entire Luzon as its area of responsibility. Under his command, the 7th Marine Brigade was adjudged as the AFP Ready Reserve Unit of the Year for three consecutive years – 2013, 2014 and 2015 (Brigade/Wing Level) and Philippine Navy Reserve Unit of the Year also for six straight years – 2012, 2013, 2014, 2015, 2016 and 2017.

In the academe, he was the former Dean of Far Eastern University – Makati (October 2009-August 2012).  He was also formerly Chairman of the Accounting, Finance, Business and Governance Department of De La Salle University Graduate School of Business, Program Coordinator of the Doctor of Business Administration program, and Course Director of the Corporate Governance and Risk Management program.

In sports, he is Chairman of Larong Volleyball sa Pilipinas, Inc., President of the Larong Hockey sa Pilipinas, Inc. (Philippine Hockey Association) and a Director of the Philippine Athletics Track and Field Association (PATAFA).  He was also formerly President of the Philippine Olympic Academy. He served as Deputy Chief of Mission to the 2010 Guangzhou Asian Games, NOC Attaché to the 2011 Southeast Asian Games, Chef de Mission to the 3rd Asian Beach Games in 2012, Member of the Management Committee to the 2015 Southeast Asian Games, Delegation Official to the 2016 Rio Olympics, and Head of Security of the RP contingent to the 2017 South East Asian Games.

He is a regular columnist of the Daily Tribune and used to write for BusinessWorld, Manila Standard, City Life and military publications such as Citemar 6 and the Navy Journal.

Dr. Espiritu earned his Doctor of Philosophy major in Public Administration degree from the University of Santo Tomas (graduating Meritissimus/Excellent); Master in National Security Administration from the National Defense College of the Philippines (Gold Medal-Leadership; Special Award-Academic Excellence; Special Award-Best Thesis); Master of Business Administration from De La Salle University; and Bachelor of Science in Commerce, Major in Accounting, also from De La Salle University.

He completed the Basic Management Program at the Asian Institute of Management (1975) and the Naval Command and General Staff Course at the Naval Command and Staff College (2001) where he finished at the top of the Non-Resident Instruction (NRI) group.

His book, “A Practical Guide to Completed Staff Work (CSW)” (co-authored with Dr. Leonora Vasquez-De Jesus), is being used by several large organizations both in the public and private sectors.

Dr. Espiritu was named Most Outstanding Faculty Member of the De La Salle Professional Schools Graduate School of Business in 2001, and in 2006 was given a Most Outstanding Alumnus award.  In 2005, he received the St. Antoninus of Florence Award (Outstanding Alumnus in the field of Public Administration) from the UST Graduate School and the UST Graduate School Alumni Association, Inc. He was given an Outstanding Alumnus Award by the National Defense College of the Philippines and the National Defense College of the Philippines Alumni Association, Inc. in 2007, 2014 and 2017.

In 2010, he received the Ulirang Ama Award in the field of education from the National Mother’s Day & Father’s Day Foundation, Inc., and in 2013, the Reserve Officers’ Training Corps (ROTC) Outstanding Graduate Award from the Armed Forces of the Philippines.

CESAR B CHAVEZ PHD, MNSA

 

AN ELEVENTH-TIME PRESIDENTIAL APPOINTEE BY SIX (6) SUCCESSIVE PHILIPPINE PRESIDENTS IN MOSTLY ASSISTANT SECRETARY RANK IN VARIOUS NATIONAL GOVERNMENT AGENCIES, CESAR B CHAVEZ WAS A FORMER STUDENT ACTIVIST TURNED AWARD-WINNING BROADCAST JOURNALIST BEFORE WORKING IN GOVERNMENT.

In national and local government agencies, he has shown his executive ability

 Cesar Chavez is currently a Member of the Board of Directors of the Bases Conversion Development Authority (BCDA). He was formerly the Undersecretary for Rails of the Department of Transportation (DOTr). Prior to this, he served as Assistant General Manager for Planning of the Metropolitan Manila Development Authority (MMDA). He was also the Deputy Administrator of Light Rail Transit Authority (LRTA); Director of Philippine Charity Sweepstakes Office (PCSO); Commissioner-at-Large (1995-1998) and Chairman and Chief Executive Officer (1998-2000) of the National Youth Commission (NYC), and Ex-Officio Member of the Presidential Commission the New Century and the Millennium. He was the youngest Congressman, representing the Youth Sector to the House of Representatives (1993 to 1995). He was also the Chief Executive Officer of the Presidential Council on Youth Affairs in 1991.

 In local government administration, he was appointed/designated by Caloocan City Mayor Oscar Malapitan during his first term as (1) Department Head, City Planning and Development Office, (2) Department Head, City Land Use and Zoning Administration, (3) President, University of Caloocan City, (4) Department Head, City Human Resource and Management Office, and (5) Chairman, Bids and Awards Committee.

In all government positions he occupied, he not only showed his executive ability in policy development, program and project management, inter-agency policy and program coordination and implementation,  but also his strong adherence to good governance.

 Twice recipient of Outstanding Alumnus Award from the National Defense College of the Philippines (NDCP) and the 75th Adamsonian Award from Adamson University, Chavez earned Certificates in Strategic Management Program (SMP) at the School of Business of National University of Singapore (NUS) in 2018 and National and International Security (NIS) Program at the John F. Kennedy School of Government (HKS), Harvard University in 2015.  He completed with merit the Intelligence Officer Basic Course (IOBC), Intelligence Officer Advance Course (IOAC), Tradecraft Course (Military Intelligence Collection Course) at the Special Intelligence Training School (SITS) of the Intelligence Service of the Armed Forces of the Philippines (ISAFP); Psychological Warfare Course at the Philippine Army, Fort Bonifacio;  Command and General Staff Course (CGSC) at the Naval Education and Training Command of the Philippine Navy; Master in National Security Administration at the National Defense College of the Philippines (NDCP) at Camp General Emilio Aguinaldo; Doctor of Philosophy Major in Peace and Security Administration at the Bicol University in its Camp Crame Extension Campus in Quezon City. He also finished Performance Management System (Ateneo de Manila University), Entrepreneurship Program (UP Diliman) and Media Relations (Development Academy of the Philippines) and Political Science (Adamson University).  He is a reservist officer in the Philippine Marine Corps with a rank of a Lieutenant Colonel and a guest lecturer at the Special Intelligence Training School (SITS-ISAFP) and NDCP in Camp Aguinaldo.

Working in mass media for more than 15 years

 While working as one of the Directors of BCDA, Cesar Chavez is also working as the Assistant Vice President for News and Public Affairs of the Manila Broadcasting Company (MBC), and as Station Manager of DZRH Radio and DZRH News Television.  The 24th KBP Golden Dove Award for Best Public Affairs Program Host in 2016, Chavez also received other broadcast journalism awards from Rotary Club of Manila (1990), Philippine Jaycees (1989), Manila City Government (1987 & 1989), Manila Broadcasting Company (1987 & 1989), Quezon City Government (1989), Shakeys Pizza (1991), Senate of the Philippines Resolution of Commendation (1990), and finalist for best news program in the Catholic Mass Media Awards (2001) and KBP Golden Dove Awards (2001). He started his career as correspondent for People’s Journal and as a senate reporter for DZRH before becoming a radio and TV news and public affairs anchor, producer, a newspaper columnist, news director and general manager of some major news organizations in the Philippines.

Started with a competitive mindset from his student days

 At the age of 21, Cesar Chavez was a grantee of the USIA’s US President Ronald Reagan Youth Initiative Program where he attended short-term programs at Georgetown University, University of Pennsylvania, Brawn Mawr College, Haverford College, University of North Carolina, Duke University, North Carolina State University, University of Minnesota, Colorado College, Monterey Institute for International Studies, Stanford University and University of California at Berkeley in 1987. This was also known as Southeast Asian Young Leaders project ’87 of the United States Information Agency. He was also invited to some leadership programs by East West Center in Hawaii, Heritage Foundation in Washington DC, Canada International Development Agency in Toronto and The Asia Foundation in Kuala Lumpur.  He was  governor of student body, campus writer and fourteen-time winner in oratorical and extemporaneous speech competitions in high school, and was university best debater awardee, campus writer and university student government president in college.  He was an agricultural worker from grade school to high school, and a working student in college.

LTC DOLORES DE QUIROS-CASTILLO PA (RES) MNSA

 

Ms. Dolores B. de Quiros-Castillo continues to enjoy a fulfilling professional life as a consultant, educator and practitioner in the fields of policy development and analysis, gender and development, human resource and organizational development, social reform, and poverty alleviation.

In recent years, she served in the private sector as Industry Manager/Consultant of Geodata Systems Technology, Inc. (2015-present), and Consultant of the Philippine-Australia Human Resource and Organization Development Facility of Australian Aid (2012-2015), as well as in various government positions as Assistant Secretary of the National Anti-Poverty Commission (NAPC) (2004-2010), Director IV of the Office of the President of the Republic (1998-2004), and Supervising Legislative Officer of the Senate of the Philippines/ Senate Electoral Tribunal (1996-1998). Early on, she spent about 12 years in leading non-government organizations, such as BUNSO-National Coalition for the Promotion of Breastfeeding, PILIPINA, WAND, and PINOI. In prior decade (1975-1985), she served as college professor of Mathematics and Management and as College Planning Officer at the Ateneo de Naga University (1980-85), as well as Highschool Planning Assistant and faculty in the same university (1975- 1980).

She was graduated with a Bachelor of Science in Mathematics (1975) in Ateneo de Naga, Naga City, a Master of Arts in Educational Management and Planning (1982) in Xavier University, Cagayan de Oro City, a Master in National Security Administration (2003) from the Armed Forces of the Philippines (AFP) – National Defense College of the Philippines (NDCP), Quezon City, and finished a military course at the AFP Command and General Staff College (CGSC) in 2006. At present, she is taking up doctoral degree (PhD) in Organizational Development at the Southeast Asian Interdisciplinary Development Institute (SAIDI), Antipolo City.

She is a Civil Service Executive Eligible (CSEE), a Lieutenant Colonel in the Philippine Army Reserve Force of the Armed Forces of the Philippines (AFP) and a member of the AFP General Staff Corps (GSC). She also holds leadership role in various organizations, such as NDCP Alumni Association, Inc. (Trustee), Women in International Security-Philippines (Trustee), Zonta International, District 17 (Area 1 Secretary), Zonta Club of Mandaluyong-San Juan Foundation, Inc. (Past President), Ateneo de Naga University Alumni Association – Metro Manila Chapter, Inc. (Trustee).

MS. NONNETTE I VILLANUEVA, MNSA

 

Nonnette L. Villanueva, MNSA  is from Baguio City.  A graduate of a  Masters Degree in Management major in  Industrial Relations and later on a member of Regular Class 41 of the National Defense College of the Philippines.   At present she is a private consultant and manages Balay Ni Bian in Baguio City and simultaneously engages in some academic graduate school activities.

Prior to this, she worked as an Administrative Manager of  Citillion Properties, a property development company and Vice President for Administration  of a consultancy firm.  Aside working in the private corporations, she was the Chief of the POEA Regional Center for Luzon.

ENGR. JOSEPH ROSS S JOCSON, MNSA

LT COL JUDITH PAZ GERONGA-DOLOT, PAFR (MNSA)

Born to a family of military servicemen and civil servants, Ms. Judith Paz Geronga-Dolot has been regarded by many as a no non-sense silent worker with an intense passion for excellence and continuous improvement. Imbued with this passion, “Ms. Judith” graduated Salutatorian in elementary, Valedictorian in high school and Cum Laude in her undergraduate course with a Bachelor’s degree in Psychology from the University of the Philippines (UP) – Diliman. Fresh from college, she embarked on a career in government service beginning 1986 to date.

From 1986 to 2007, Ms. Judith worked at the Manila International Airport Authority (MIAA) working her way up the corporate ladder. While working, she pursued her graduate studies and earned her Master’s degree in Business Administration (MBA) from UP Diliman in October 1993. In 1997, she was appointed Media Affairs Manager and was designated as Official Spokesperson of MIAA and concurrent Head of its Complaints and Action Center. Not long after, she was promoted to head the Public Affairs Department (PAD) where she successfully led her Team in managing the orderly airport reception for many international events, to include the Asia-Pacific Economic Cooperation (APEC) Summit with nineteen (19) Heads of Economies visiting the country in a day. Her expertise in organizational planning, operational management and technical coordination were honed further in the succeeding years. As such, she was designated Assistant Project Manager for Operational Readiness and Terminal Transfer (ORATT) for the NAIA Terminal 3 Project.

In 2007, she was conferred her Master’s degree in National Security Administration (MNSA), graduating with the Regular Class (RC)-42. With her MNSA degree, Ms. Judith made a major career change as she took on the job at the Bangko Sentral ng Pilipinas (BSP) – Security, Investigation and Transport Department (SITD), where she became the first woman to head its uniformed Security Group in-charge of its special operations. Specifically, her group is responsible for the electronic security management systems, personnel protection services as well as the security escort services for the distribution of currency nationwide. She was also designated as the first Executive Officer of the BSP Incident Management Team (IMT), mandated with the responsibility of drawing up the framework and operations manual for emergency response and incident management bankwide. With her current rank as Deputy Director, she has endeavoured to uplift the image and professionalism of the BSP Security Force, emphasizing the value of mainstreaming women in the policy planning, strategy development and operational management of the BSP Security Force, as it navigates the rapidly changing and digitalized global environment of central banking. To date, recruitment of women in the BSP Security has increased from 0.9% in 2007 to 6.8% in 2018.

Ms. Judith is married to a social realist artist, Marvin, and they have been blessed with two sons, Justin Migo and Jose Manuel.

ASEC. PAUL CHUA PHD, MNSA

Dr. Paul Chua is a Career Executive Service Eligible. He became a CES Eligible in 2012 and finished his Executive Leadership Program (Salamin-Diwa-Gabay) in 2013 given by the Career Executive Service Board (CESB).

Dr. Paul Chua is an advocate of continuous learning both local and foreign. He finished seven (7) Executive Education Courses from seven Countries/Universities, in three continents. From (2019) “Transport: Planning, Development and Management” – Galilee International Management Institute in Israel; (2018) “Phronetic Leadership” – National Graduate Institute for Policy Studies in Japan; (2017) “Migration, Integration and Ethnic Relation” Utrecht Summer School in Netherlands;  (2017), “Governance of Innovation & Innovation in Governance”- Central European University in Budapest;  (2016) “Essentials of Policy Development” at the Lee Kuan Yew School of Public Policy at the National University of Singapore;  (2016)  “Strategic Management of Regulatory and Enforcement Agencies” – Harvard Kennedy School of government at Harvard University;  (2014) “Leadership and Management for Integrity” Central European University in Budapest.

He holds an Electronics and Communications Engineering degree from DLSU and Criminology degree at the University of LaSalette. He also holds a double Master’s degree in National Security (MNSA) from the National Defense College of the Philippines (NDCP) and Customs Administration (MCA) from the Philippine Maritime Academy. He finished his Doctoral degree in Peace and Security Administration (PASA) at the Bicol University. His military education includes Naval General Staff Course (GSC) in 2002, Intelligence Officer Basic Course (IOBC) in 2003, Intelligence Officers Advance Course (IOAC) in 2004 and Military Intelligence Tradecraft Course (MITC) in 2005. He is a reservist officer with the rank of Lieutenant Colonel serving as J2 of the 7th Marine Brigade with the Philippine Marine Corps.

As a public servant, he served as consultant to the Light Rail Transit Authority (2004) and Commission on Higher Education (2005); served as Vice President of University of Caloocan City (2013). In (2016) he served again as Vice President and professor of the University of Caloocan City. From October 2016 to March 2017, he served as technical assistant at the Office of Strategic Action and Response at the Office of the Cabinet Secretary. From April to August 2017, he served as Vice President of Research and Strategic Studies at the Development Academy of the Philippines. Prior to his Presidential Appointment as Deputy Administrator for Operations & Engineering of the Light Rail Transit Authority, (DOTr), he served as Senior Technical Assistant to the Consultative Committee to review the 1987 constitution.

From 2010, he has been actively speaking on Patriotism, the power of little things every Filipino can do for our country and promoting Federalism.

ENGELBERT C CARONAN, PHD, MNSA

 

Atty. Engelbert C. Caronan, Jr., MNSA, President and CEO, Development Academy of the Philippines. Elected as the Academy’s ninth president was Atty. Engelbert “Jojo” Caronan Jr. A law graduate of Arellano Law Foundation, the Cagayan native also completed his political science degree at the Far Eastern University before starting his law studies at San Beda College. He finished his Masters in National Security Administration at the National Defense College of the Philippines, completing his thesis entitled “A Grounded Theory Study of the Perceptions of Peace Practitioners on Interfaith Dialogue in Mindanao.” Atty. Caronan has had extensive experience as an executive in government, having served as mayor of Tuguegarao City from 2014-2015, vice mayor of the same city from 2015- 2016, and a three-term councilor of the city from 2004-2013 while having also served as provincial legal officer and an officer at the Public Attorney’s Office before assuming those elective positions. He has also served as a professor of law at the Philippine Christian University, Arellano Law Foundation, University of Cagayan Valley and Cagayan State University.

CAPT ALDRIN C CUÑA PN (GSC) (MNSA)

Aldrin currently works as City Administrator of Quezon City. As City Administrator, he is tasked with developing programs to help the Mayor manage the city, as well as to cater to the administrative concerns of projects. His duties include the coordination and monitoring of different city agencies. His work is closely involved with other local government units in the interest of public service. Previously Legislative Affairs Chief of the Office of the Vice Mayor, Quezon City, he is a member of the 41 ST Regular Class of the National Defense College of the Philippines. He is involved in civic activities as Fire Marshal of the Association of Philippine Volunteer Fire Brigades Inc. He is also the incumbent President and Fire Chief of the Central District Fire and Rescue Volunteer Brigade Inc. Aldrin is also the Commander of the 21 ST Naval Group, Naval Forces Reserve of the National Capital Region of the Philippine Navy covering six local government units (Quezon, CAMANAVA Cities and Bulacan). While taking his Doctorate studies on Leadership Studies, he is on sabbatical as a Political Science Faculty.

ATTY. JAIME T DE VEYRA, MNSA

Atty.  Jaime  de  Veyra,  hails  from  Tanauan,  Leyte.  After  a  short  stint  in  the  private practice of law, he joined the government sector in 1998 as Corporate  Attorney  and  eventually  became  the  Corporate Secretary of the then Public Estates Authority (now PRA).

In   2003,   he   joined   the   Philippine   Mining   Development Corporation (PMDC) and served in various capacities as Chief Legal Counsel, Corporate Secretary, CEO and is presently its Vice President.  He previously worked also, on a part time basis, with  the  Career  Executive  Service  Board  (CESB)   and  the  Philippine  Aerospace Development   Corporation   (PADC)   and   served   as   consultant   to   other   private corporations. He is currently the President of the Philippine Association of Government Corporate Lawyers (PAGC Law).

Aside from his AB Economics and Bachelor Law degree from San Beda University, he also has Masters in Business Administration (MBA) from the Ateneo Business School  and  Masters in National Security Administration (MNSA)  degree  from  the  National  Defense  College  of  the Philippines (NDCP).

DR CECILIA GAN MD MNSA

Dr. Cecilia Gan is a Senior Pediatric Consultant and Preceptor of the Ambulatory Unit, and currently the Head of the General Pediatric Services  Division of the Philippine Children’s Medical Center (PCMC). She is also the Chairman of the Committee for Performance Governance System-Institute for Solidarity in Asia Accreditation of PCMC.
She finished her Bachelor of Science in Biology at West Visayas State University in 1982 and her Doctor of Medicine at Iloilo Doctor’s College of Medicine in 1986. She took her Residency in Pediatrics (1990-1993) and Fellowship in Ambulatory Pediatrics Training (2002-2004) at the Philippine Children’s Medical Center. She also graduated with a Masters in Public Management in 2014 from Ateneo de Manila University. Most recently, she earned her Masters of National Security Administration from the National College of the Philippines in 2018.
She is  an active member in numerous organizations including NDCP Alumni Association Inc. (NDCPAAI), Philippine Pediatric Society (PPS), Section of Ambulatory Pediatric of the Philippines (SAPP), Philippine Ambulatory Pediatric Association (PAPA), Child Protection Network of the Philippines (CPU.Net) and Pediatric Adolescent and Gynecology of the Philippines (PAGSPHIL).
She shares her passion in teaching to medical students in FEUNRMF and San Beda School of Medicine (on leave) and mentors Pediatric Residents at PCMC. Her challenging role was to conceptualized and chaired  PCMC’s “Adopt a Room Project” in 2012 and  organized the first  2ID Jungle Fighter’s Ladies Club at 2ID Infantry Division, Camp Capinpin Tanay, Rizal in 2014. Recently, she leads the  transformation roadmap of PCMC through Performance Governance System towards achieving its strategic goals and objectives.
She is married to MGen Romeo Gali Gan, AFP (Ret) and  and a mother to her four children: Precious Rochelle, Princess Rochelle, Patricia Rochelle and Prinz Romeo.  She claimed  parenting these children as her greatest fulfilment, in turn giving her back honor as “Skolars ng Bayan”.

COMMISSIONER DANTE M. LANTIN, MNSA

 

He has served the government for about 31 years. He bowed out of public service last 01 July 2018, having reached the compulsory age of 65, as the Assistant Secretary for Administration and Finance, Department of Transportation (DOTr), a position he held since 2003. He is the former Chairman, Land Transportation Franchising & Regulatory Board (LTFRB), July 1992-September 2003; Acting Chairman, LTFRB, February 1992-Juy 1992, and; Board Member, LTFRB, 1987 to 1992. He also headed the Law Enforcement Service of Land Transportation Office (LTO) in concurrent capacity in 1991.

In 28 February 2019, he was called again to render active public service when President Rodrigo Roa Duterte appointed him as Commissioner of the Philippine Racing Commission for a term of four (4) years.

He holds the following degrees: Master of Science in Industrial Economics, University of Asia & the Pacific; Master in National Security Administration, National Defense College of the Philippines, Doctor of Philosophy in Peace & Security Administration, Bicol University, and Liberal Arts, De La Salle University-Manila.  He also took up Law (lacking in units) in San Beda College and Arellano University.

He is a recipient of various honors/awards: Outstanding Alumnus (National Defense College of the Philippines (NDCP); Distinguished Lasallian (DLSU-Manila); Distinguished Lasallian (DLS-Lipa); Outstanding Alumnus (Maryknoll Academy, Lipa City); Golden Achievers Award (Outstanding Lipeño) for Public Service; Center for Excellence in Government Service, LTFRB;  Model Reservist of the Year (Philippine Navy (Marines); Military Commendation Medal (Philippine Marines); Outstanding JCI Senator for Clean and Honest Government Administration, and; Most Outstanding Jaycee.

He is a Reservist of the Armed Forces of the Philippines, Philippine Navy (Marines), Reserve, with rank of Colonel; a member of the Rotary Club of Manila Bay, Manila Jaycee Senate and Philippine Jaycee Senate.

Before he joined the government, he served as Senior Economist, University of Asia & the Pacific; Manager, Corporate Planning Department, Inter-Asia Investments Industries, Inc.; Manager, Corporate Planning Department, Philippine Airlines (PAL), and; part-time Instructor in several universities.

DIR REYNALDO M ROSAS, MNSA

 

His academic achievements started in 1994 when he graduated from Christ the King Mission Seminary with a Bachelor’s Degree in Philosophy, after which he pursued his Special Studies in Theology at the Maryhill School of Theology in 1995. He then attended the University of Santo Tomas where he earned a Master’s Degree in Public Administration in 2003. Most recently, he was conferred in 2018 the degree of Master in National Security Administration (MNSA) by the National Defense College of the Philippines (NDCP).

In addition, he completed in 2010 a graduate diploma course in Corruption Prevention at the Development Academy of the Philippines, where he was a United States Agency for International Development (USAID) scholar, graduating with honors. He also attended in 2014 a professional diploma course on Effective Management and Good Governance through Total Quality Management, as official Philippine Government representative to the Malaysian Technical Cooperation Programme held in Melaka and Kuala Lumpur, Malaysia. He has been adjudged best participant and is awarded the professional membership of the Institute of Management Specialist – United Kingdom.

In 2007 he was sent to the Federal Republic of Germany as member of Philippine delegation to deliver a lecture on corruption prevention.

From 2011 to 2017, he was the Chairman of the Board of Directors of the Malacanang Employees Cooperative, a 42-year old Multi-purpose Cooperative with more than 300 members, all employees of the Office of the President.

Since 2003, he has been a part time lecturer at the Pamantasan ng Lungsod ng Maynila, special Bachelor’s Degree program in Public Administration.

He attained Civil Service Professional eligibility in 1998, and in 2012 passed the Career Executive Service Written Examination.

He is also an Officer in the Armed Forces of the Philippines with the rank of Commander at the Philippine Navy Reserve Command, National Capital Region.

He was the Division Chief in the Office of the President from 2001 to 2019 and appointed by President Rodrigo Roa Duterte, on 30 July 2019, as Director IV, Department of Tourism. He was one of the recipients of the Outstanding Alumnus Award of the NDCP during its 56th Foundation Anniversary and Alumni Homecoming held last 16 August 2019.

LTC JOSE WILFRIDO M SUAREZ (RES) MNSA

Mr. J.W. Suarez is the President and Managing Director of WS Global Advisory Group. Mr Suarez is currently a Board Member of Northern Manor Corporation, Northern Suits Corporation and Eastern Creative Corporation, operators of leading mountain resort facilities in Baguio City. Likewise he is also a member of the Board of Trustees of the National Defense College of the Philippines Alumni Association (NDCPAAI) 2009-2019, and several other organizations. Mr. Suarez has served as Risk Management Consultant for several large institutions such as Nestle Philippines Inc. and Metro Rail Transit (MRT 3). He was also the Senior Vice-President of Metro Rail Transit Development Corporation (MRTDC). Mr. Suarez was also formerly Vice-President in Megaworld Corporation. He was a Group Vice-President in Fil-Estate Group of Companies. He was also consulted by Century Properties Group for training. Mr. Suarez conducts lectures/training on Corporate Safety and Security awareness and preparedness, Business Continuity Planning, Disaster/Calamity Preparedness, and conducts Security Audit. Mr. Suarez is a reserved Lieutenant Colonel in the Philippine Air Force. He took up his Masters in Urban and Regional Planning at University of the Philippines. He completed his Master in National Security Administration from the National Defense College of the Philippines (NDCP). Mr. Suarez has taken up units in Doctor of Philosophy in Criminology from the Philippine College of Criminology. Appointed Executive Assistant to the President.
